When will Twitter links/icons (ex: Pages > Main Nav > Social Links) change to X?

This isn't exclusive to 7.1. It works on 7.0 too. 

If your link begins with "twitter.com", it will use the original Twitter logo. If it begins with "x.com", it should use the newer X logo. If it doesn't, you can delete your link and recreate it.

If an existing icon doesn't seem to change, then I recommend deleting your link and recreating it to see if this corrects it.

Okay thanks. Once I added the Social icons block I noticed that it still displayed the Bird logo. I went into the settings and then changed the url from https://x.com/username to www.x.com/username. That fixed it for me.
