Local pickup only - for specific products?

On 7.0, is there a way to specify "local pickup only" for specific physical products? We now sell some things that aren't meant to be shipped.

(E.g., when someone registers for our wood-carving class, they have the option to purchase tools that will be given to them at the class.)

We have local pickup as one of our shipping options, but I can't find any way to restrict shipping options to "local" in a product's settings, or for a product page. The Checkout page always shows all our shipping options, it seems. Is that right? Or am I missing a trick here?
