However, my site (and the templated offerings I have access to) doesn't seem to give me an option to add the drag and drop section functions under the fluid editor. Please help! Link to comment

Down at the bottom of the panel it will show your site version. There is no requirement to update to v7.1 unless you want access to FE. The Classic Editor is a perfectly good editor.
