You should be able to do this by adding this to Design > Custom CSS:

.sqs-cookie-banner-v2.DARK {
  opacity: 0.8;
}

Note: There's currently a bug with Custom CSS so you may not see any difference when logged on to the site, but you should see the difference when visiting from an Incognito/Private window (without logging on).

}
