add custom code to have a gallery of images/logos ABOVE the header

This is a place to follow up on the following question so as not to conflate two different issues one one thread.

I'm not aware of such code but in general here is how I'd approach the task if I were doing it. First create a gallery block with a strip or reel style in the footer. Use some CSS to hide that. Then use some Javascript to move it up above the header. Use some CSS to hopefully make that gallery block fit into the area above the header.

The tricky bit is going to be getting it to look good as that area wasn't designed to have something up there. I don't know if it can actually work as I've not done it.
