Site wide padding reduction in 7.1

Is there an easy site-wide CSS way to reduce the vertical padding between sections (both page content and page sections) for 7.1 sites?

I'm creating a website for a client who has asked if the padding can be reduced as quite often, a section can give more white space, causing inconsistency.
