How do I get this scroll?

Does anyone know what template has a scroll like this? If it isn't a template feature, is it something that can be easily added via HTML or CSS?

Can you describe in detail scroll effect? I see normal here..

The site you posted a link to is a Wix site. It has parallax scrolling with an exaggerated effect for the first section. The closest thing to it here is the Brine family of templates, there are a lot of them each with its own Parallax scrolling, some more pronounced than others. I would look at Brine itself first. Birne uses the effect  for the whole "one page" look not just the first section.. It isn't as pronounced as the effect used in the site you posted.  Here is an example using the Burke template:

As a note, there is css code available to make the effect stronger and change the shape of the sections as well, it works better with the Brine family  than other templates here I believe.
