Override Mobile Burger menu to keep same navigation as desktop site

Hello good people, i'm creating a website probono for an amazing charity in the UK.

I could use some help. I want the mobile navigation menu to be the same at the desktop. 

ie: It shouldn't have a burger menu, it should be: 

Petition for Rehab on the left and have the "Sign out Petition" button on the right. eg: 

Current on the left, what I'd like on right. 

Any helpful tips would be appreciated. 

I think both will overlap together, you can consider title (top), button (bottom), we can give the code

Or we can resize both, but size will be small
