Can you create a segment of contacts that are NOT tagged with a specific tag?

I don't think this is possible, but hoping I'm wrong: 

• We tag our donors quarterly (e.g. DonorQ42023)
• We want to send an email to all contacts NOT tagged DonorQ42023
• It appears the only tag segmentation available is to send an email to those who ARE tagged DonorQ42023

Am I correct, or missing something?

I don't think you can do this either. What I have done is export my whole contact list, filter out the people who are tagged, and then reimport those who are left to a new mailing list. But this is a really dumb workaround.
