How can I add the same flat tax addition to all orders?

From where-ever the order and whatever the products, 20% VAT should be added to the order in checkout. So far I've only figured out setting manual tax but it doesn't seem logical to manually do this for every single country. I just need it to be one value for all.

There isn't a global setting. If VAT is to be charged, you must add the VAT rate for each country manually.

That's straight up dumb. Seems EU users have been requesting VAT features for years. I doubt another request will change anything.

im in the same boat. need to add a flat rate 13% sales tax for Costa Rica for all purchases and not really sure where to go from here.

Go to Settings > Taxes and under Manual Setup, click Add Rate.

Select Costa Rica from the Country drop-down menu.

From there you can enter the tax rate and save your changes.

ive done that. at checkout taxes never apply the 13% tax rate, even with this manual rate set. it always read taxes. 0.00.  Ive read every page on the site and dont understand how to get to the 13% tax rate to show up at checkout. 

I think the problem is im not shipping TO Costa Rica im shipping FROM Costa Rica. So to add the Manual tax rate is only adding that rate when I select Costa Rica as the destination of the purchase. There's something wrong here.

How do I add a flat tax rate of 13% collected to all purchases regardless of origin? These are the rates that need to be collected for our CR taxes? What am I getting wrong here?

do I need to just manually add a 13% sales tax to each individual state and province? that seems to be the only way I get the tax to appear with the rate I set. 

Not sure if anyone figured this one out. I've had to add each of the countries participating (close to 70) at our event manually, the same flat tax for all.

I am literally appalled! I have to obey my country rules and apply 21%VAT for all orders, no matter where they come from, and you are telling me that I have to add a tax rule for EVERY COUNTRY IN THE WORLD MYSELF!!! And all the American States!!! This is a disaster on such a level I will consider moving my site elsewhere.
