Is there any way for active discount codes to automatically apply itself when someone has an item in the cart or at checkout?

No. SS does not allow custom code to run on the checkout page for security reasons.

If you're on either the Commerce Advanced plan, you can automatically apply the discount if the order meets certain conditions.

Check Automatic Discount to automatically apply the discount if the customer’s order meets the criteria you selected without requiring a promo code. If the Applies to conditions are met, the discount will appear automatically at checkout.

We updated our website to 7.1 and had the automatic discount in our 7.0 store. We have noticed that the plan we are on, no longer has that available unless we upgrade to the "advanced Commerce plan" which is a little overkill for us. My client is not happy that this happened.

I’m not sure that I understand.

The site version does not affect the availability of the automatic discounts feature (where a discount can be automatically applied when certain conditions are met). This feature is only available on the Advanced Commerce Plan, regardless of whether it is a v7.0 or v7.1 site. Is it possible they are referring to a different feature?
