Custom Code using Media Queries that target Specific Images

I'm working on a website and wanted to know if there was a way to embed an image through html code and then using media queries, once the screen is decreased to mobile size the the current image (x) changes to a different image (y). How would I go about doing that?

You want to use Image Block, Gallery Block...or which block to add image? Then we will give CSS to change to another image on mobile.

Or you want to use HTML code to add Image? We will give HTML + CSS code to handle this?
