Sub-Title under Site Title?

Hello! Does anyone know whether it's possible to add a sub-title in smaller font directly underneath the site title? I can't seem to find a setting or theme that allows for this. Thanks!

If 7.0 just add something to the tag line in the logo and tag line field. If 7.1 add this to custom css: put your text in between the " "

a#site-title:after {
    content: "tuan phan";
    display: block;
}
