How can I turn a navigation link into a button on 7.0?

Hi there. I would like to confirm if it is possible to transform a navigation link into a button using CSS. I am trying to use it as a language selector, as so, I would also like to understand if this button may link to different pages depending on the page it is. Thanks a lot for the help!
