Background Image Not Showing Up

I have uploaded a JPG of the background color I want for a particular section within my Brine templated website.  It was working for a long time and now all of a sudden the background color block is not working. On my backend, the "media" tab in the banner settings of that section shows the color JPG I uploaded there. It appears on the backend but when I look on the front end, it's not showing. It's also working elsewhere on the website, just not on this particular section. I recreated this section and that didn't fix it. Does anyone know what is going on?
