Bedford Template: Blog: How to add normal blocks and text on your main blog page, that is not part of one of the blogposts.

Right now when I go to my blog page and hover where the page normally says edit it says "Manage posts", "Add posts", "banner", and "settings"... What I am looking to do is add a simple title and button above all of these titles that is not part of one of the posts. It should be possible to do this I think, any ideas?
