Having issues with anchor links / tags on page

@tuanphan  hoping you can assist!  is there a known issue with creating anchor links / tags to other pages within the site?  I believe I have everything coded properly but the anchor link I've created does not seem to work.

I'm trying to link content from the services page directly to the contact form on the contact page using the above.

remove Code Block > Save >  Add new Code Block > & use this new code
