Reveal text on hover over video with lower opacity

Hi,

I am very new/basically nonexistent to the world of code. I would like the videos on my site to have text appear over them, and the opacity of the video to lower when hovering over a video. Right now, the title of each video is below the video because when I place the text on top, the video does not play. 

I've done the research on this but am still very confused and out of my element.

Please feel free to explain as if I am a toddler.
