V7.0 - Header Dropdowns not working correctly

I have a folder set up for my business service types (3 pages), however it's only clickable/navigable from the home page - I need it to function when visitors use the header menu from all areas of my site. Any tips (that don't include rebuilding my whole site for v7.1)?
