Local Pickup not showing at Checkout

Hi,

I have some products on my online shop which have both shipping and in-store pickup options for fulfilment (binoculars and perfumes). My problem is that the pickup options do not show up within the checkout section unless there is also a product which is in-store only (milk jug). How can i get the in-store pickup options to show up as well as online shipping?
