Header Menu Coding

Urgently seeking Help! 

I have a client that wants his header menu to look like this (image that says service center) 

I have added a custom code that had black a black outline around the menu (other image)

can some help me achieve the look of the menu in image that says services center. I also need the blocks to be equal size and text not as cramped in.
