Issues when resizing blocks on my mobile page

I'm trying to move the content up on mobile, but as I resize the background shape it pushes the text down and adds extra rows. Is this a bug or am I doing something wrong?

I've tried to fix many times on different devices but not having any luck.

Have stepped it out in the images 1-7.

Any help would be much appreciated.
