Removing/editing hover feature on form button

Hi, 

I am having a problem with changing the form "submit" button style. I want to have the button as a solid button, and then the hover feature either completely removed or change the colors on hover. Currently the submit button on this form has a transparent background, and I can not seem to set the button to a solid color. It is only solid on the hover feature. I want the button to like like the "hover" feature when it is not hovered over (completely solid).
