How to smaller the size of blog title?

This code did not work for me. I, too, want to reduce the size of the images for my blog post. They look so out-of-place to other blogs on other platforms. How do I reduce the image blocks on the blog page for version 7.0? -
Where exactly am I pasting this code? I tried on the blog page Advanced, but neither worked.
