sticky menu within pages

I'd like to click the header links and within the page make new links in the section to take me to other pages if that makes sense. 

how can make these menu sections. the text on left stick when scrolling through artwork?

You can typically target blocks to make them sticky but there are other ways to do it. You can have a look at this if it helps:
