7.1 Unable to see nav menu items on mobile/desktop anywhere but homepage

My nav links are appearing in desktop and mobile only on the homepage. Going to any other page and I am unable to see the links. I can't figure out how to fix this issue. In the header settings, the only item that I can toggle on is the "Button" - every other toggle is invisible when on. Any clues?
