Move gif hire up (starts dropping from the navigation)

Hi we are migrating from 7.0 to 7.1 , I am struggling to get this moving color droplet to look like the 7.0 site (higher up so it is coming from the navigation down)

Any ideas if this can be coded? 7.0 it is a video, on 7.1 I used a gif (for better res)
