How do I move the guy so the section below covers the white space in between?

You could try adding a negative bottom margin like this:

 #block-63e65b645f92a49df3fb56a8 {
   margin-bottom:-65px;
}

But you may need to add a thick border to the next section transition, and maybe adjust the z-index.
