Shipping Frozen Items/Cost is Location Dependent

Hi! I own a small cheesecake in a jar manufacturing business. Shipping is super complex. The product must be frozen and shipped within 2 days. I can set up shipping by weight only, but the cost will vary depending on location. I have no idea how to set this up. Does the $49 Advanced Commerce plan allow me to set shipping zones? Does Squaresite support my needs? Or is it best to move on to a different eCommerce platform? Thanks in advance.
