How to add button just above footer

Hi all I was trying to find a way to add a button just above the the footer on the right side of my homepage. See below for a rough example. 

Add a button or add a newsletter form?

Click button >> Show a newsletter popup or?

Button appears on all page or one page?

Click button to show a newsletter popup. Only on the homepage. 

As an alternative I was thinking of just using the button to open a light box to the newsletter signup. I am not sure which is the better method.

Yes. You can use Form Block with Lightbox Button. This is easiest way.

I added the form. Is there a way to make it appear flush with footer and make the submit button smaller. See image with square drawing for what I am trying to accomplish.
