Custom CSS doesn't show

SS newby here but I've customized CSS on other platforms (mostly WordPress.)  I've tried some Custom CSS snippets published by other SS devs but every one I've tried do not effect the rendering of my 7.1 SS site.  I've opened the browser developer console and can't find my custom CSS in the page.  I think I'm missing something obvious so if anyone has suggestions, would be greatly appreciated.

When trying other's code there are some things to keep in mind.

Was the code designed for your version ( 7.0 or 7.1 ) and template ( v7.0 sites only ).

SS is a continuously evolving platform. Any code you find may be stale. In other words it probably worked at one point but may no longer so needs to be updated.

Code added to Custom CSS is in a file called site.css.

How you find that file depends on your browser.
