Anchor Link Page jump landing on middle of section

I have an anchor link on an arrow that advances the user to the next section, but when i click it, it advances to the middle of the targeted section instead of showing the full frame of the section.
 
My method for the section jump was to link the arrow(png) with the desired page section ID. I would like the page jump to display the full section, anyone have an answer?

I think the issue is the partial content of section is covered by the header, may you try to add a spacer between the anchor and the actual content
