Blog page not displaying correctly

Hi all,

The home blog page on our site is not displaying correctly. The title of an old post appears in the banner, the title of the most recent post floats along the bottom of the page as you scroll, and no other titles appear at all. How do we update this? Running version 7.0. Images of the issue, the design menu I see, and the blog formatting options attached. Thanks in advance for your advice!

in Design > Custom CSS > Find this code (this code affects on both Site Header & Blog Post Meta info (meta has post title)) 

header {
    position: fixed !important;
}

change it to 

header#header {
    position: fixed !important;
}
