Multilingual site with index pages

Hi,

I want to translate my website. I use index pages with sections for anchor links. 

I read I need to create a homepage, then a folder per language and add the pages in the folder. The problem is I can't add index pages to a folder, so I would have to rebuild my pages without index pages and sections. Is there a different way to build my multilingual site using index pages?
