How do I keep the first section of my website responsive across different browser sizes?

Hi there! I am wondering how I keep the first 'section' of my website responsive across different browser sizes.

When I minimize or maximize the browser, his site always stays on the first section. I would like to do the same with my site (included a screenshot of what I want the first section to be). So not until the user clicks on 'View my work' would the site scroll down to the next section, 'Selected Works'). However, when I minimize/maximize the browser, the section changes. 

I'm not exactly sure what I need to do to fix this. Maybe if someone can point me in the right direction, that would be so helpful. Thank you!!
