Banner images not resizing correctly

I'm having trouble getting my banner images to resize correctly for mobile. I've done the search and applied the CSS - so far it's not working. Specifically, the banner at the bottom of my home page under Get In Touch. I'd really like to know if CSS can target all banner images on my entire site to resize correctly. Thanks in advance for the help! Using 7.0
