Although the Shipping information will appear when editing the email notification (as your screenshot shows) and in test emails that you send, it will not appear in actual email notifications if each product has been added as a "Service Product". It only appears when one of the products is a "Physical Product".
You should be able to test this by going to the Orders panel and resending a copy of an email notification to yourself.
