Trying to do the same thing. I tried using an announcement bar (you can hyperlink text in it) but I can figure out how to reposition the announcement bar freely. It seems locked to the top of the page.

Trying to move my announcement bar into a dedicate section. Is it possible to unpin it from the top of the page and move it freely? Mainly using it because I can add links to the text. Tried using a scrolling marquee but I can't add links to individual text.
