Fixed Footer Section

I'm trying to get the first section of my footer to be fixed on mobile view so the white section I want to show up on the page the entire time. Essentially I want the call to action button to always be available. Is there a way to do this? Thanks

Hi, Can someone please let me know how to get rid of this extra space under the header? It doesn't appear to be part of any block. Any block I place under the header has the extra space in between the header and the first block and the space just uses the background color of whichever block is first. Thanks!
