Needing Support on How to Individualize the Font Size on Computer vs. Mobile

Need help making font size of my H2 tags smaller on mobile. Tags at the bottom that link to other projects are h2 tags. I have tried to implement some CSS code below and about a dozen other variations but can't get anything to have any effect.

        font-size: 0.3rem !important;
