Are you referring to being on the "personal" subscription plan rather than the business plan?

If you don't want to use the weglot extension, then there are other code options, some more sophisticated than others, but if you want to keep it very simple, then you may just want to have folders in the navigation for the languages that you want, and duplicate and translate each page and put them in the correct language folder. This isn't the most slick approach, but it will work.

It suggests that you can do this on a personal plan, and in looking through the instructions myself I can't see that it suggests using code injection anywhere.

The first step is to create the pages.

The second step is to add code to a code block on each page, different for each language.
Although it would be possible to add this code to the header code injection, this is not required and you are being directed to add a code block onto the page and add the code to that.

This is the wrong place to be copy/pasting the code.
Add a code block to the content on the page. This is just like adding an image or text to the page. Edit the page, add a new block, select CODE BLOCK, paste in the code.

You just have to add two links to the website main navigation, one for each languages and linking to the homepages for each language.
