announcement-bar How can I add a section above my site header in 7.1?

Is there a way via code/plugin to make a stylized page section move above the header to become a stylized CTA section? Like this?

This is a Showit site reference, but would love to know if there was a plugin or code to be able to make a designed section move above the header section (like a stylized announcement bar). Ideally if it could be a section vs announcement bar though, because hoping to do advanced styling like this reference. Thanks in advance for your help!

You can add a section under header-banner section, then share link to your site, we can give code to change order of header - this section.
