Yes, very possible and reasonably easy to do, see this guide:
https://support.squarespace.com/hc/en-us/articles/207135178-Creating-anchor-links

The summary is to add a code block with a custom ID, coded a bit like this:

<span id="your-custom-id"></span>

and then anchor link to it with a text or button and enter this as the link:

#your-custom-id

You may also want to add this to your Custom CSS so that it scrolls to your anchor link rather than jumping to it:

html {
  scroll-behavior: smooth;
}
