Can't change button hover and other things not even with css

No matter what code i use, targgeted specificaly, doesnt work. You can see a fraction for example i make the background transparent when hove, it does go transparent but its like it has a foreground that covers the background, the button itself.

its all over the site and i dont know how to fix it. I am using fluid engine unfortunitely as well.

Please let me know if you had this problem and how you fixed it.

So the global buttons have same hover effect, cant be changed , the ony thing i can do is to change color and thats not good .

what do you think causes that , i even made the site to 0 no java, no css and same problem, cant change the design/effect.

As you can see , I added  some custom css to it and it works an the back of the button but gets covered  with black foreground.

It should change colour  slightly,  but that black box goes in front for some unknown reason

You can try adding to Home > Design > Custom Css

Is there any way i can make this global for all the buttons on site? cause the problem is to all the buttons, all sizes primary, secondary, tertiary.

I removed the button design  I had and this is the original button. I just don't understand  why this happened. This will mean that I will need to design  all the buttons  on site just for this.
