Announcement bar not displaying

I've enabled the announcement bar, but I cannot see the bar anywhere, on any page. Is it hidden behind our nav menu? I found an old article about this but couldn't find the code that was mentioned in that post's answer. This is also happening on our other websites.

Add this to Design > Custom CSS

header.Header.Header--top {
    top: 30px;
}

Thank you so much! It worked. However, now it's conflicting a little bit with the sticky nav bar. I put 

position: fixed;

within the code, but it's not staying fixed. That's probably due to the nature of an announcement bar, but how do I get it where either 1) the announcement bar remains sticky, or 2) the nav bar closes the gap when you scroll down the page?
