Changing Page Color With CSS (Bedford Template, 7.0)

Hello!  I've been tasked with making changes to a single page on my company's website, and I'm running into some problems.  Ideally, I am aiming to change the background color of a single page, or maybe add a background image - just something more dynamic.  Maybe an overlay as well?  However none of my changes in CSS seem to do anything.  I've tried a lot of different code which I'm pretty confident I'm implementing correctly, but perhaps it and the Bedford template don't play well together?  Anyone have any experience with this and can help me out?
