Can I create a animated button on my portfolio with a personal account plan?

I'm wondering if I can create a animated "up" button on my portfolio, similar to this what they have here (I'm thinking of creating one with a arrow that spins as you scroll) https://www.wearecollins.com/

If so, how do I create this without much coding experience and will this custom code work on my personal plan?

Hello,

To achieve this effect with scrolling features, you will indeed need to have a website subscription that supports Javascript. Otherwise, you can not animate on scroll. You may still be able to add a circular image that spins around automatically but it won't be controlled by the user when they scroll on your page.
