Anchor Link Issue in 7.1

In 7.1 I set up a scrolling page with anchor links to sections.  I set up the header with a fixed position and basic setting.  When a link is clicked, the browser jumps to the correct section but the title and first few lines of text of the section are hidden behind the main navigation. When the header is set up with a fixed position and scroll-back heading it works fine.  

Smooth scrolling was added to css.

Any ideas to fix?
