Limit products to certain locations

Hi! I sell art, and I want to start shipping internationally, but only for unframed pieces. I don't want framed work to ship overseas(my framer doesn't handle shipping large sizes internationally). I thought I could do this with shipping weight, but there doesn't seem to be an option to not ship something heavy to certain locations. 

So is it all or nothing? Either I ship frames overseas or I can't ship anything overseas? 

The only option I've thought of, is to just put the overseas shipping price for framed prints so outrageous that no one would purchase it? 

Is there some other option I'm overlooking?
