Making images within banner smaller, not banner size smaller

I've found a million ways to shortcut the fact that Bedford template has no way to resize banners, but I can find nothing indicating how to resize an image within the banner.  My home page banner image is HUGE, and despite resizing it to a a tiny size, it remains the same within the banner. What am I doing wrong?

Also, is there a way to add a text block to the banner, like on other templates (like Brine), or is the only option to move the banner text by cursoring down and making my image even larger vertically?
